Police arrest registered sex offender at Hastings College

Just hours after Hastings Police posted a fugitive's photo on Facebook Hastings College staff recognized him and made the call to law enforcement.

The registered sex offender from Ohio is now behind bars in Adams County.

Robert Payne was arrested at the Hastings College Library.

Last year he was sentenced in the Nebraska Department of Corrections for forgery and bad checks and later released to Ohio on "discretionary parole."

But upon his release in Ohio, where he also served a sentence for a sex offense, he failed to report to parole, and failed to register as a sex offender.

That's when Nebraska authorities were told he could be in the Tri-Cities Area.
