NDEQ announces project manager for pipeline analysis

Nebraska Department of Environmental Quality Director Mike Linder has announced Pat Rice as the agency's project manager and HDR Engineering Incorporated as the outside consultant who will assist the agency in the review and analysis of a Supplemental Environmental Impact Statement for a proposed new route for the TransCanada Keystone XL pipeline.

Rice also serves as the Division Administrator for the department's Water Quality Division and Linder recommends her as having extensive experience in water quality issues.

Last month, Gov. Dave Heineman signed LB-4 into law, which provides new responsibilities to NDEQ relating to supplemental environmental impact statements involving oil pipelines.

The first application of the new law will be the development of a supplemental environmental impact statement for the proposed TransCanada Keystone XL pipeline.

TransCanada initially proposed a route for the pipeline through the Nebraska Sandhills, but has stated that they intend to propose a new route that avoids the region.

Specific details of the new route have not yet been provided to NDEQ.
