USPS left drowning in debt problems

The U.S. Postal Service will default on a second payment to the Treasury this weekend.

Postmaster General Patrick Donahoe says the postal service will not be able to make the $5.6 billion payment that's due Sunday.

It's the second default in two months.

The cash strapped agency has been asking Congress to allow it to eliminate Saturday delivery and reduce payments for future retiree health benefits, however Congress has gone home until after the November elections.

Donahoe says its up to Congress to pass postal reforms.
