Nebraska Chief Justice Mike Heavican gave his State of the Judiciary address earlier today in Lincoln, saying last year's bill passed to revamp the juvenile justice system is a "game changer..." including four key elements.
"First.. fewer kids will be in detention or foster care. Second... there will be earlier identification of the rehabilitative needed for children and families. Third...probation officers will proactively provide meaningful supervision for children and families to ensure access to appropriate services. And finally if out of home child placement is necessary successful transition back into the family home and community will be a priority."
This was Heavican's 7th address to the legislature.
